ACTIVITY REPORTS FOR JULY 2005

A. Community Development Team, Samlaut The activities that have been carried out as well as the accomplishments for the month of July by Samlaut Community Development (CD) Team are as following:

I. Monitoring activities

  1. Monitoring activity in old target villages:

    Throughout this month the monitoring activity has been conducted in 13 old target villages with the following activities:

    • Monitoring of seed bank and small loan credit which have been distributed in early 2005 in the villages of Anlong Pouk, Kandal, and O'sngout.

    • Monitoring of the renovation of the reservoir that is supported by CD in Kandal village. It is now 70% complete.

  2. Monitoring activity in new target villages:

    Assisted CD team with seed distribution to self help group members in 8 villages of O’chrap, Sreandong, Sre Reach, Kanchang, O’sngout, Tanon and Kampong Touk. The amount of seeds was 1940 kg of soybean, 1220 kg of peanut, 160 kg of rice seed for 145 families, of which some families received 20 kg and others received 40 kg.

  3. Facilitation activity for team member

    • This month is rainy season. The villagers are busy with their own plantations, and the schools are closed for vacation. So the educator of the CD team could not perform education activity as planned. He was requested to assist with community development work such as seed distribution and preparing some related documents.

    • Facilitation for education activity provided to self help group members.

    • Assisted to do other team member's work while someone was sick.


II. Community Development Activity

Throughout this month, CD team has conducted community development activities in 10 villages:

  • Assisted self help groups to prepare requests.

  • Helped self help groups to get request approval from local authorities.

  • Collected requests of self help groups.

  • Assisted with the distribution of seeds in 10 villages, with the amount of 1940 kg of soybean, 1220 kg of peanut and 160 kg of rice seed.


III. Education Activity

Education has been given to self help group members and school children as following:

  • 4 training sessions were given to self help group members in 4 villages. There were 12 attendees in Kanchang, 11 in Sre Reach, 15 in O'sgnout and 12 in Ampep.

  • A total of 7 sessions were given to 66 school children in O'Riangken, 35 in Sre Andong, 33 in Samlaut, 40 in Beng Run, 59 in Anlong Pouk, 57 in Sre Reach and 21 in Kandal.

  • 1 session provided to 50 children outside of school.

IV. Other Activities

  • A meeting with other NGOs who work in Samlaut was held on July 6th at Samlaut District Office, with the Samlaut District Governor as chairman. The subjects of the meeting were to update on NGO's or government department's achievements, next plans, as well as suggestions to local authorities (District Governor). Following a presentation of each NGO, the District Governor suggested to the participants of the meeting to keep close cooperation by attending meetings when invited. He also seeked support for the reforestation program that he plans to have in his district. The District Military Commander has requested a map of the protected area in order to show it to his soldiers for cooperation purpose. At the meeting the Border Military Commander, Mr. Hok Bunhouth, also showed his willingness to cooperate with MJP to solve related problems.

  • Attended monthly meeting with MJP, which was held on 8th July at the Battambang office.

  • Attended activity monitoring training of CD, held on 11th July.

  • Conducted quote for seed and prepared related documents.

  • Meeting with Samlaut district governors, held on 13 July, to discuss the villagers who live and use land in the protected area. The District Governor suggested a meeting with participation of local authorities, PA director, LE team and CD team to identify the strategy and the way of cooperation for PA management in order to keep the PA sustainable.

  • Purchased agricultural seeds for distribution to self help groups.

  • Attended MJP team leader meeting, held on 28 July, to update on CD's activities.

  • Attended a meeting with the Samlaut District Governor to discuss strategies how to prevent people from moving to live in the PA. At the meeting the District Governor suggested to set up a sub-committee at provincial and district levels to solve problems that occur in the PA.


V. Problem encountered and solution

Since MJP installed signboards at the entrance of Angelina's property, the villagers have informed this to the district and commune leaders. However, CD explained that this does not mean that it isn't allowed to enter the property but the villagers should ask for permission before entrance.


VI. Suggestion

  • Suggested to repair the access road from the main road to our Samlaut substation.

  • Suggested a map of the protected area for Samlaut District Military Commander.


VII. Plan for next month

  • Collect statistics of villagers who live in the PA.

  • Monitor the seed bank.

  • Monitor revolving fund of self help groups.

  • Collect requests of self help groups.

  • Continue education for target communities.


B. Community Development Team, Pailin I. Monitoring activities

  1. Monitoring activity in old target villages:

    Conducted 3 sessions of monitoring activities in the villages of O'pres and Deikrohorm to see a sick cow, look into the matter of a cow transfer within a SHG and discuss a revolving fund. Village leaders, the head of Village Development Committee (VDC), group leaders of self help groups and members of self help groups met to discuss these issues.
    The outcomes of monitoring revealed that:

    • Sick cow has now recovered by receiving treatment on time.

    • 11 self help group members in O'pres village transferred their cow to other self help group members.

    • Revolving fund has not been transferred to other self help group members. It was requested to extend it as the draught has lead to a lower production.

  2. Monitoring activity in new target villages:

    3 sessions of monitoring activities have been conducted in the villages of Bortangsu, O'chra leur and Pang Rolem to discuss their requests for seeds banks. Village leaders, the village development committee and self help group leaders met to discuss why CD could not respond to their requests. Some of them didn't know why but some submitted their request for fruit tree seeds to CD for support.

  3. Facilitation activity for team member

    Assisted team members in facilitation with self help group members to prepare requests for submitting to CD for support.


II. Community Development Activity

  • There were meetings with village leaders, head of VDC and self help group members in 7 villages to inform them that the requests for corn seeds could not be responded to and to ask them to request other seeds instead such as fruit tree seeds.

  • Collected requests of self help groups in the villages.


III. Education Activity

  • There were 2 environment education sessions provided to 68 people, of which 36 were females who live in Deikrohorm and Bortangsu villages.

  • 2 sessions of environment education provided to school children.


IV. Other Activities

  • Attended MJP monthly meeting at Battambang office.

  • Attended activity monitoring training at Battambang office.


V. Problem encountered and solution

Self help group members in O'pres villages transferred a cow to other self help group members by making their own contract without informing the CD team. The team will investigate whether this family meets the CD criteria (no involvement in illegal activities in the PA). If not, the matter will be discussed with the village head and CVD to find other solutions.


VI. Suggestion

  • The requests of the community should be responded to on time.

  • Need 1 additional staff for education.


VII. Plan for next month

To prepare properly the cow transfer in O'pres village, to solve the revolving fund problem in Deikrohorm village and to monitor activities in old and new villages.

C. Mobile Environment Education Team (MEET) I. Education activities for Children

  1. Education activities in schools

    Environment education activities at one school with 5 classrooms were attended by 104 students.

  2. Education activities outside school

    141 children received 5 sessions of general education through environment pictures presentation.


II. Education activities for Adults

  1. Night time/Night show

    8 sessions of night shows, presentations of environment pictures and reading of environment law were conducted in 9 villages. A total of 646 people attended.

  2. Day time

    3 sessions of general education and 1 session of home visit were conducted in 3 villages with the participation of 18 people.

III. Suggestion

MEET requested a 2-day break from field work in order to design an environment game for children.


IV. Plan for next month

MEET plans to provide education activities in the target villages that have not had education activities for group leaders and village leaders yet.

D. CD Supervisor I. Meetings

  • Participated in a quarterly meeting of NGOs in Pailin, which was organized by PLG/SEILA, on 7th July. The aim of the meeting was to update on the NGOs' achievements, concerns and other related issues during the quarter. Sam El presented MJP's work (mainly the community development component) to the attendees of the meeting. The minutes of the meeting are available upon request.

  • Sam El attended the regular monthly MJP meeting which was held on 8th July at MJP office, with participation of all team captains. At the meeting Sam El presented an update on CD activities and concerns that accrued during the last month of operation.

  • This month is the completion of the six-month operation period of the CD team. There was a CD monitoring training for CD staff on 11th July in order to analyze and measure achievements as well as outstanding aims of the CD operation. The outcome of the monitoring report is available upon request.

  • Once again on 12th July Sam El met with ADA (a local NGO who runs agriculture, community forestry and fuel saving programs in Battambang Province) to discuss their programs. ADA runs community forestry programs in Rattanak Mondul and Mong Rusei districts for 2 years. ADA suggested the CD team to visit this program in the field, so that CD can see and understand the program well that would be applicable for implementing.

  • There was a workshop for consultation on draft prokas and technical guidelines of community protected area, organized by DNCP, held on 14/15 July at the Battambang Provincial Governor Office. Sam El participated in this workshop and contributed with sharing comments and inputs to draft prokas and technical guidelines of community protected area.

  • Following an agreed meeting with PHARE (a Cambodian NGO who runs arts, music and circus schools, as well as a public school, for children living in difficult circumstances) that PHARE plans to visit MEET activities. From 5 to 6 July, Sam El led a visit of the PHARE team to see MEET activities while MEET was conducting environment training in Sung I school for school children and a night show/presentation for villagers in Tasanh village of Samlaut District. This visit allowed PHARE to see how MEET is conducting environment education and what activities are missing and should be added.


II. Field Activities

  • Weekly field visits took place regularly to monitor the teams' activities at Samlaut and Pailin sites.

  • Details of field CD teams' activities are enclosed.


III. Action Plan And Strategy For Project Progress

  • The MEET team members are still weak at teaching technique. There will at least be a 3-day training on teaching skills which is planned for August. This training will be provided capacity building to MEET members, by PHARE who already visited MEET's activities this month.


IV. Substation Activities

  • Sam El takes weekly field visit in order to monitor the CD teams' activities and ensure that the activities of CD teams are operated effectively.

  • Staff personnel leave and sickness: Pailin CD team leader is still on sick leave for one month due to a chronic stomach disease. He is now much better and hopes that he can come back to work as usual in the next month.


V. Government Liaison And Cooperation

  • Samlaut CD team leader attended a meeting with NGOs who work in Samlaut, under chairmanship of Samlaut District Governor, on July 6th at Samlaut District Office. The subjects of the meeting were to update on NGOs' or government department's activities achievements, next plans, as well as suggestions to local authorities (District Governor). At the meeting the District Governor suggested to the NGOs to support the reforestation program that he plans to have in his district. The CD team responded to this suggestion by requesting the district to submit a proposal to MJP, CD.

  • Battambang Forestry Administration celebrated Earth Day on 12th July at Sangke District of Battambang Province. MJP manager and CD representative participated in this event as MJP provides financial support to the event.


VI. Action Plan For Next Month

  1. Concern and requests for improvement

    • There has been rain throughout this month so that the CD team could not perform their activity plan smoothly.

  2. Plan for next month

    • The MEET members will be trained on teaching skills by PHARE.

    • CD team will continue their education and community development activities.

    • Attend regular monthly meeting with MJP and team leader meeting.

    • Ready to attend/participate in related workshops or meetings when invited.
